Durga Prasad K.C. the newly appointed Director General of DoR, was felicitated by all DOR staffs which included DDGs, SEs, SDEs, engineers, administrative and account officers in DG office on 27th Dec,2004. In the meantime former DG Madan Gopal Maleku was bade farewell who is transferred to joint secretary in MoPPW.

| Planned Maintenance of Roads |
Planned Maintenance is the execution of routine, recurrent and periodic activities in an interdependent and predominantly systematic manner. This approach makes the best use of available resources and provides a high level of management control over maintenance operations so that they can be easily modified to suit changing conditions on the roads. In Nepal, Planned Maintenance involves organizing routine and recurrent activities on a responsive basis during the monsoon period (July to September) and in a systematic manner for the rest of the year. At the present traffic levels, periodic activities should be programmed at fixed intervals on the basis that it is better to be 12 months early than one day late. The aim of Planned Maintenance is to provide an agreed level of serviceability on each road such that total road transport costs are kept to a minimum. This is achieved by:
- Preparing an annual programme in each Division which sets out the organization and management of labor and equipment for routine/recurrent activities;
- Preparing at central or regional level a multi-year programme for periodic maintenance activities.
The above programmes are adjusted to suit the available budget and accordingly the programmes are implemented by the 25 divisions of DoR, which are responsible for the maintenance management of roads falling within their jurisdiction. The DoR divisional offices use both Direct Labor and labor contracts for carrying out routine, recurrent and emergency maintenance works. The routine maintenance works are implemented under the regular budget heading. Recurrent and emergency maintenance works are implemented under the development budget heading.
Contractors are used for implementing periodic maintenance and ehabilitation of roads under the development budget heading.
Planned maintenance system for routine and recurrent operations was introduced by DoR with the assistance of the Government of Switzerland, SDC. These were introduced in 1993 through the Strengthened Maintenance Divisions (SMD) programme. In the SMD process, routine maintenance is carried out by the length worker system. The advantages of this system are that the task to be accomplished is easy to define, the performance of an individual is easy to assess and transportation of length workers is not required as persons nearby are engaged.
DoR implements recurrent maintenance work through the use of small contractors to avoid the burden of handling temporary labors. However, the work could also be carried out by the use of a group of laborers.
The Divisions prepare a yearly plan of maintenance operations and organize weekly programmes within the yearly plan for implementation and to ensure that the programmed outputs are achieved. The SMD programme for the maintenance of roads has proved to be very effective both in terms of maintenance planning and implementation |
