Among these proposals, bitumen drums (25 nos.) provided by DRO were placed along the roadside in the Bazaar areas from Solti Bridge to Dhimal Jatiya Sangralaya for collecting garbage. Some programmes like a road cleaning/sweeping programme, an interaction programme with rickshaw pullers about careful parking of rickshaw and an announcement through loudspeakers not to leave their cattle in the road were organized by YOSSEC in Manglabare. Moreover, YOSSEC has helped DRO, Biratnagar to prepare a road encroachment inventory. In future, this CBO has proposed to perform traffic awareness programme in school. For all above mentioned activities, SMDP and DRO have played facilitator role.

Good Governance - Primarily good governance denotes transparency, accountability, participation and democratic legitimacy. Since the commencement of SMD programme, its objectives have been found highly concerned on good governance. SMDP has been working to create the environment for good governance in DoR through the following activities:

  • Development and application of policies, norms and standards
  • Facilitating internal and external communication·
  • Development of transparent and competitive procedures
  • Improvement in documentation and monitoring and evaluation system
  • Support to institutionalize the Planned Maintenance Management System.

Directly or indirectly, inadequate road network has suppressed the empowerment process in Nepal. Lack of road network has not only hindered the delivery of basic services but also constrained the access to markets and information. By spreading road network all over the nation, DoR can directly contribute to the empowerment. In case of SMD programme, it has targeted to enhance the empowerment component through the social mobilization which is in piloting phase. A regional workshop for the engineers from the eastern region was held in Biratnagar to make familiar with empowerment components and activities. Similar types of workshops are being planned to conduct in other remaining region for DoR staffs through SMDP. It is already accepted that the Lengthworker system is well developed and established but involvement of CBOs / NGOs in road maintenance activity is still innovative to DoR which requires strong commitment from all levels.

Training and other activities

Training:

  • Periodic Maintenance Resealing Training Programme for Regional Directors, SDE and engineers was organized in May 2004.
  • In September 2004 a two weeks Overseers Maintenance Skills training programme was held at Nepal Electricity Training Centre, Kharipati, Bhaktapur.
  • Two days Supervisor Maintenance Training programme was held in August 2004 in Biratnagar.
  • Lengthworker training programme was held in various Division Road Offices during the period of time.

All training programme mentioned above were managed, conducted and lead as a trainer by the DOR engineers

 
Other Activities:
  • Progress review meetings were held in the most of the division road offices
  • In Gogavari, Dhangadi on 17th June 2004 an Introductory Workshop was conducted to provide information on SMD process to DRO/ Baitadi. Baitadi is the last Division included in SMD process.
  • A Periodic Maintenance Workshop was also held within this period.
  • Among three strategic thrust, SMDP is now focused on the thematic issues of the empowerment thrust. In connection with this an Empowerment - support mission was formed and presented a report. SMDP has been Exploring and initiating the recommendations made in the Empowerment Mission Report made by consultants B. Weyermann and S. Dhakal, In connection with this a local consultant was hired and the consultant identified some division road offices to initiate the work:
A meeting was held with empowerment consultant and Division Chief of DRO Biratnagar. Discussion was held on empowerment awareness workshop for DRO staffs and local communities in Biratnagar. Similarly, Mr. S. Dhakal / Empowerment consultant accompanied filed visit to DRO Lahan and Biratnagar and participated in the dissections made with the staffs of both the DROs as well as the local community groups.

Financial disbursement made by Roads Board Nepal for Fiscal Year 2060/61
For the Fiscal Year 060/61, total revenue for RBN was around NRs 280 million. Out of which, based on prevailing criteria, 70 % of the fund has been allocated to Strategic Road Network (SRN) and 30% to Local Road Network (LRN). Being the first year of execution and the fund being released to the Road Agencies only at the end of the fiscal year, expected progress could not be achieved within that time. However, as Roads Board Fund, being dedicated and non-freezable even at the end of the Fiscal Year, progress of last year programs are still coming in.
