Highway Management Information System
Background
The Department of Roads is a government agency responsible for development and management of Strategic Road Network. The end goal of the Department is to reduce total road transportation cost. To achieve this, the DOR Strategy using the principle of Policy Action plan was developed. One of the policy option (Refer DOR Strategy Ref. No.2) is to establish a network planning and monitoring capability in DOR. This necessitated the establishment of a computer based Highway Management Information System (HMIS) unit. The HMIS was established under Planning and design Branch in April 1994. However, HMIS unit is being run under the foreign cooperation branch since 2004.
The successful implementation of network planning is very much dependant on the success of the HMIS. Since the resources allocation for the management of the strategic road network will nearly always be less than the required, it is important that road priorities are allocated on the basis of the traffic volume and type, strategic importance and road condition. In the context of recent establishment of Road Board, the role of HMIS has become more vital. |
