Assignment Title: Construction Supervision of Improvement/Upgrading of Kamala Dhalkebar-   Bagmati Road Section (77Km) and Bridges of Mahendra Highway.

The Government of Nepal has received financing from the World Bank toward the cost of Strategic Road Connectivity & Trade improvement project (SRCTIP) and intends to apply part of the proceeds for consulting services.

  The consulting services ("the Services") include Construction Supervision of Improvement/Upgrading of Kamala - Dhalkebar-   Bagmati Road Section (77Km) and Bridges of Mahendra Highway.

Terms of Reference is available in the website of the Department of Roads: www.dor.gov.np/notice. Anticipated date for commencement of the services is August 2023 and the tentative duration of the assignment is about 98 months.

The Department of Roads, Development Cooperation Implementation Division (DCID) now invites eligible International Consulting firms ("Consultants') to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short-listing criteria are:

• Core business and years in business (minimum 10 years)
• Relevant experience of the Consulting Firm with similarity in nature, size, complexity (Construction Supervision of Roads and Bridge works- Min. 35 km of two or more lanes).
• Experience of the firm in Multilateral Bank finance Project is preferable.

• Technical, Managerial and organizational capability of the firm (Professional staff relevant to the assignment;, size of the contracts supervised)

(Note- Consultants shall mention the work experience indicating consulting service amount, duration of the assignment, commencement and completion year. For Road Project, the consultant shall mention detailed features of the road including length and no. of lane.)

The attention of interested Consultants is drawn to paragraphs 3.16 - 3.17 of the World Bank's Procurement Regulations for IPF Borrowers, dated July 2016, revised November 2020 (“Procurement Regulations”) setting forth the World Bank's policy on conflict of interest.

A consultant will be selected in accordance with the Quality & Cost Based Selection (QCBS) method set out in the World Bank’s Procurement Regulations.

Consultant may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consulting Firm is not permitted to form association as Sub- Consultant with more than 2 (Two) Lead Consulting Firms. The firm who has already submitted EOI can resubmit the Documents, if found necessary. The Consultants’ association, not stated clearly, shall be considered in the form of sub-consultancy.
